2015 The State of the Captive Insurance Market



Missouri established its captive legislation in 2007 and is one of the newer onshore US captive domiciles. The domicile is growing steadily and is home to several large captives. At the end of 2014, Missouri had 47 active captives.

Key Features of Legislation

Like most domestic domiciles, Missouri’s legislation is modeled after Vermont, allowing for most types of captives in the state. A fairly unique feature of the legislation is the special purpose life reinsurance captive. Missouri has been successful in attracting several of these captives to the state.


Missouri has attracted a number of very large captives. This includes several special purpose life reinsurance captives but also large single parent property & casualty captives. This has resulted in Missouri having the highest premium volume per captive among any domicile worldwide. The domicile also has a good mix of smaller captives.

Missouri is attractive for:

  • Life insurance companies forming special purposes life reinsurance captives
  • Local Missouri headquartered captive owners
  • Mid-western captive owners. Missouri is one of the few domiciles located in the central United States.
